Enable Tenders by Default on v7 update

Currently updating from v6 to v7 causes all the tenders to be disabled, and it has added another thing to our checklist to make sure that any side effects from updating are resolved.
We would like you to make these enabled by default when people update instead of disabled, as this is only going to cause issues for anyone who isn't aware of this unintended effect that adding these new features caused.

Card Systems Tenders are sensitive area, if you don't check users can close ticket with tenders they should not use. then the problem will be even bigger and you need to check it anyways. It literally takes 1 minute to go through the tender types .
